Contacted Richard Durr, Senior CConstruction Manager Fred Meyer Stores and I related the following information,

There is currently a permit application (permit number C18-1523) to replace the
backup generator for the Fred Meyer at 7701 DeBarr. The fuel tank for
this generator is in the real world flood plain. Currently the FEMA maps show
the flood plain generally traveling through the building from the northeast
corner to the west side of the building. At the time of construction the
map should have been updated. The flood study done shows the flood flow
going around the back of the building where the fuel tank is located. I
am not going to review the fuel tank as part of this permit. However I
want to inform Fred Meyer Stores if the fuel tank needs to be replaced or
moved, even temporarily, for some reason in the future, a Flood Hazard Permit
and review will be required. The permit and review may require the tank
to be elevated and a structural review for resistance against flood
forces. Please acknowledge receipt of this e-mail with a return response
