1. It's my opinion that the fire alarm can not be deleted as it is a required system in that by adding area to the building the total building occupant load is thus increased and because it is a single building with an occuppant load over 500 persons a fire alarm would be required throughout.
Note: Since the code is not explicate on how to specifically apply the IEBC other than to say that existing fire alarms are required to be extended it would be the AHJ's interpretation on the intent/application of the code that would prevail. I don't believe that the code would intend or allow an existing building to be added to as many times as desired and ignore the threshold for requiring a fire alarm system. Unless these were two separate buildings in which neither required a fire alarm the threshold of IFC 907 would be applicable. Trying to classify the addition as a separate building would eliminate the need for a fire alarm but would require reviews and approvals by structural, zoning, and architectural as a minimum.
Note: If you are in disagreement with my interpretation you can appeal or request a formal interpretation from the Fire Marshall (James Gray). Additional documentation may be required as requested by the AHJ.
