Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.
1. DESIGN OF STRAP CONNECTIONS AND OTHER ELEMENTS OF LATERAL LOAD PATH
Reference the design of the strap connections for the mezzanine. AISI S213-07 section C5.2.2.2 requires all members and connections in the load path to and from the straps to be design to develop the minimum of Ry*Fy*Ag of the strap or the amplified seismic load. Please verify that this requirement has been met for the mezzanine lateral system. This includes the anchorage the chord to the foundation, but not the foundation itself. Please note that the brace schedule in the drawings do not appear to match the design in terms of number of fasteners as the mid brace appears to require 38 fasteners per the calculations (which may end up being more based on the response to this comment).
Comment remains. It appears all that was done is the connections of the straps was design for 1.1*load in strap. This is not what the comment indicated. Please read the original comment, and provide design as requested or justify the design provided. Ry = 1.1 is okay for Fy=50 ksi; however the design should be 1.1*Fy*Ag of the strap. WAB – 9/24/2012

The design of the anchors uses the equation (V/Vu)^(5/3) + (T/Tu)^(5/3)<=1 instead of V/Vu + T/Tu<=1.2 which is required. When using the lateral equation the anchors do not work in combined shear and tension (this would be a combined ratio of 0.585+0.727 = 1.312 > 1.2). Please revise or clarify.
2. DETAIL CLARIFICATION
Reference detail 12 on sheet S2 of the drawings. This detail references detail 2B for the hold down. It appears this should reference detail 12B. Please revise. Detail 12B indicates to see the schedule for hold down information. This information could not be located. Please indicated which detail and sheet has the hold down schedule or provide. Reference AAC section 23.10.104.8.

3. DETAIL CLARIFICATION
Reference details 13a and 13b on sheet S2 of the drawings. These two details require epoxy to be used. Please indicate the epoxy types and ensure the epoxies used have a current ICC ES report. Reference AAC section 23.10.104.8.

4. RACK ANCHORAGE
Reference pages 11, 12 and 17 of the calculations. There appears to be substantial overturning tensions in the anchors. Please provide substantiating data showing ACI 318-08 section D.3.3.4, D.3.3.5 or D.3.3.6 is met. Generally post installed anchors are not controlled by a ductile limit state so section D.3.3.6 is usually applicable.
Comment remains. Based on the response, the base plate does not have sufficient capacity to transfer the required loads. Per the response the base plate only has the capacity to transfer a tension of 4.2 kips and the load per page 11 of the calculations is 13.7 kips (10.9 kips per page 17). Please clarify.
