Advisory Information:

*


ATTENTION:  The following discharges to the Municipal Separate Storm Sewer Systems (MS4) (stormwater conveyance such as but not limited to, storm drains, pipes, ditches, etc.) is prohibited unless otherwise authorized in writing by the ADEC.


  * Sewage;


  *Discharges of wash water resulting from the hosing or cleaning of gas stations, auto repair garages, or other types of automotive services facilities;


  *Discharges resulting from the cleaning, repair, or maintenance of any type of equipment, machinery, or facility, including motor vehicles, cement-related equipment, and port-a-potty servicing, etc.;


  *Discharges of wash water from mobile operations, such as mobile automobile or truck washing, steam cleaning, power washing, and carpet cleaning, etc.;


  *Discharges of wash water from the cleaning or hosing of impervious surfaces in municipal, industrial, commercial, and residential areas – including parking lots, streets, sidewalks, driveways, patios, plazas, work yards and outdoor eating or drinking areas, etc. – where no detergents are used and no spills or leaks or toxic or hazardous materials have occurred (unless all spilled material has been removed);


  *Discharges of runoff from material storage areas containing chemicals, fuels, grease, oil or other hazardous material;


  *Discharges of pool or fountain water containing chlorine, biocides, or other chemicals; discharges of pool or fountain filter backwash water;


  *Discharges of sediment, pet waste, vegetation clippings, or other landscape or construction-related wastes; and


  *Discharges of food-related wastes (grease, fish processing, and restaurant kitchen mat and trash bin wash water, etc.).



ADVISORY NOTE: No CCO/CO until all plan approved infiltration facility construction is found to be satisfactory by Private Development.  Please provide a minimum of 24 hours advanced notice for inspection prior to backfilling the infiltration facility, and provide 24 hours advanced notice for a final inspection of final drainage grading, (Contact:  Marc Guzik at 343-8115).

1.  Please address the Stormwater Management Requirements found within the 2017 ASM Vol. 1.  Determine the project classification (2017 ASM Vol 1., 3.3.1 and reference Table 3.2-1.) and submit the applicable submittals (i.e. Stormwater Management Report / applicable forms in ASM Vol. 1 Appendix A. https://www.muni.org/Departments/project_management/Documents/ASM_Volume1_Final_December2017.pdf.  Please submit a Stormwater Management Report stamped by the engineer.


 


2.  Provide the Operations & Maintenance Plan (labeled as Attachment A – and be sure to include a simple figure identifying the site and structures to be maintained) and the Operations & Maintenance Agreement prior to recordation for review. Recorded document minimum margins; 2” clear at the top, 1” clear on the sides and bottom, a minimum size 12 font. ASM Vol.1 3.3.2.7 and Table 3.2-1, Policy AG.43. ADVISORY NOTE 1: The M&O Agreement shall be recorded prior to issuance of a MOA permit (hand deliver to Marc Guzik). NOTE 2: Email a pdf copy of the civil plan sheets submitted for review (most current) immediately prior to PDCIVIL approval (marc.guzik@anchorageak.gov).  Please revise the figure by enlarging the font, making SD lines more bold, and eliminating shading to facilitate a clean scan for recordation.  In addition, please provide a second figure highlighting the underground chamber system.


 


3.  Whole commercially manufactured subsurface infiltration devices are considered Class V injection wells. Drywells, Infiltration Trenches, and other LID elements vary depending on their dimensions. The EPA must be notified of Class V injection wells.  Contact the EPA via the link below and submit the EPA required permit or EPA determination of no permit required (email from EPA). https://www.epa.gov/uic/underground-injection-control-region-10-ak-id-or-and-wa.  2017 ASM Vol.1 6.2.

Sheet C5.00, Note 1; What about P1?  With the information provided it appears that the depth of cover does not always reach the minimum 4' as required in ASM Vol 1 Section 5.3.3.  Insulation (indicate type, width and thickness) and heat tracing (if less than 3’ of cover) is required in this situation.


 


8.  Ref. Sheet C5.00, Chamber System;  It is not clear that geotextile is proposed at the bottom of the chambers to facilitate cleaning as recommended by ADS (the note suggests otherwise).


 


9.  Ref. Sheet C5.00, Chamber System;  How are the chambers hydraulically linked together?


 


10.  Indicate the locations of temporary snow storage areas on the site grading and landscape plans with no obstruction to onsite drainage and no adverse drainage to adjacent lots, on site or the Right-of-Way.


 


11.  Advisory Note: The ground immediately adjacent to the foundation shall be sloped away from the building at a slope of not less than 5 percent for a minimum distance of 10 feet.  Impervious surfaces within 10 feet of the building foundation shall be sloped a minimum of 2 percent away from the building. IBC 1804.3.
