Per 2010 NFPA 11 section 5.2.5.1.2.1 each foam discharge outlet requires a separate valve for isolation outside the dike area in accordance with 9.5.1.

9.5 Valves in Low-Expansion Systems. 9.5.1 The laterals to each foam discharge outlet on fixed roof tanks shall be separately valved outside the dike in the following circumstances: (1) All fixed systems (2) Any laterals of a semi-fixed system not supplied by an individual hose connection 9.5.1.1 Valves shall be located either in the central foam station or at points where the laterals branch from the common supply line. 9.5.1.2 These valves shall not be located within the dike. 9.5.1.3 Valves shall be located at a distance of at least one tank diameter from the tank but in no case less than 15 m (50 ft). 9.5.1.4 Shutoff valves shall be permitted to be located at shorter distances where remotely operated, subject to the approval of the AHJ. ......8/24/2018 tanks are fixed cone with internal floating roofs.

Per 2010 NFPA 11 section 9.6.1 Where protecting hazards where there is a possibility of explosion, pipework shall be routed to afford the best protection against damage. Lines by fuel pump rack were all 4 lines run by outside the dike.

Work started without a F Permit reviewed and approved for the fire foam system, Notice of Permit Required (NOPR) to be issued to Coffman Engineers, Udelhoven and Andeavor for working without a permit....8/24/2018 letter dated 7/12/2018 from Coffman Engineers acknowledging working without a permit on the fire system. Note: Original temporary piping was put in 2007 by Udelhoven without a permit per Nelson Alger.
