Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2012 International Building Code (IBC), 2012 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.
1. CONSTRUCTION DOCUMENTS
The structural drawings are stamped “NOT FOR CONSTUCTION”. Is this the intent when applying for a building permit?

8/16/17 – Comment remains. Plans can not be approved while still stamped “NOT FOR CONSTRUCTION”. This label must be removed prior to final structural permit approval. Sheets submitted on August 4 seem to have this removed, but it is still present on previously submitted sheets.
2. TRUCK LOADING RACK FOUNDATION
The provided geotechnical report from 2015 seems to indicate the existing canopy is supported by a pile foundation. The 2004 report indicates the presence of frost susceptible soils and high groundwater table at the site. The new canopy appears to be a shallow mat foundation. Please justify the lack of frost protection for the foundation of the new truck loading rack structure.

8/16/17 – Comment remains. The structure has not been shown to fit into any of the exceptions provided for frost protection under IBC § 1809.5. The described approach and justification may be submitted as a Request for Alternate Design for review by the acting Building Official (https://www.muni.org/Departments/OCPD/development/BSD/Forms/alternate2.pdf), a code compliant frost-protected monolithic slab design per ASCE 32 can be provided, or another approved method for frost protection may be implemented.
3. SPECIAL INSPECTIONS
Please provide a letter from the Owner indicating who they will be hiring to provide the special inspections for this project. The special inspectors must be licensed by the Municipality of Anchorage in the types of inspections to be performed.

Updated sheet S-301 seems to now provide the design of the VRU foundation. Sheet S-001 still lists this item as a Deferred Submittal. Please clarify.
