The followingcomments must be addressed before a permit can be issued. The approval of plansand specifications does not permit the violation of the codes, or any federal,state or local regulations.

FILL OVER PEAT
Most of this project appears to be upgrades to the DimondCenter parking lots. I assume that thetraffic lanes are also part of the parking lot. All of the parking lot work appears to be placing fill over organics. This is specifically allowed by AMC23.105.108.2.1.
4. Advisory Comment:
GEOTECHNICAL REPORTRECOMMENDATIONS
It is not clear on the drawings that the geotechnicalengineer’s recommendations have been followed. It appeared to me that the structural sections recommended in the reportneed to be placed 100% under new traffic lanes with transition and keying intoexisting fill sections beyond the footprint of the new traffic lane. This does not seem to be the case in details1 and 3 on Sheet 10 and detail 1 on Sheet 11. For example in detail 3 the 1:1 transition seems to be entirely withinthe lane footprint. There is very littleof the full section under the traffic lane.
You may want to have the geotechnical engineer review thedrawings to verify his intent was followed.
5. SPECIAL INSPECTIONREQUIRED?
Soils special inspection isrequired when the combined quantities of excavation and fill exceed 5,000 cubicyards. Please provide the quantities ofexcavation and fill. If the combinedquantities exceed 5,000 yards then please respond to comments 6-8.
6. STATEMENT OF SPECIAL INSPECTION
If this work has combined quantities of excavation and fillgreater than 5,000 cubic yards, it is classified as Engineered Grading whichrequires Special Inspection. See AMC23.105.105 and 23.105.106.2.
Please provide a Statement of Special Inspection detailingthe special inspector’s responsibilities as per IBC Table 1705.6. Please show IBC Table 1705.6 on thedrawings. Attach a copy of thistable to the Special Inspection and Testing Agreement before it issigned. See comment below.
7. LETTER INDICATING WHO IS HIRING THE SPECIALINPECTOR
Provide a letter from the owner stating who he ishiring to do the special inspection. SeeIBC, 1704.2, paragraph 1. Only the owneror a design professional acting for the owner can hire the special inspector.
8. SPECIAL INSPECTION AND TESTING AGREEMENT
Please fill out and submit a signed copy of the SpecialInspection and Testing Agreement. TheStatement of Special Inspection (with IBC Table 1705.6) needs to be attached tothis agreement before it is signed. The purpose of this agreement is so that allwho are involved in the project know the extent of the special inspection.
