1) STATUS: 6-15-2016 Comments to be addressed.


2) The following comments based upon the 2009 International Building Code (IBC) must be resolved before a permit is issued. The approval of plans and specifications does not permit the violation of any section of the IBC or any federal, state or local regulations.


3) A0.1                The helipad is required to be constructed of non-combustible materials per IBC 412.7.2. The fact that it has been constructed with treated lumber and then covered with intumescent paint is not relevant. The application of intumescent paint requires the involvement of a special inspector before and during the application in order to be approved. Secondly, is the specific coating material approved for outdoor use?


4) A2.1                The landing area is required to be able to contain any fuel spillage to the landing area itself per IBC 412.7.2. The 2" x 6" wood decking will not contain any spillage that can cause damage to the existing roof membrane beneath.


5) A2.1                Per the commentary to IBC 412.7.1 the helicopter landing area is required to be a minimum of 20 feet in diameter plus an average of an additional 15 feet all the way around for a safety factor during windy conditions. This equates to an area of about 50 feet in diameter. The 44' x 30' landing pad does not meet the requirement.


6) A2.1                The 24' x 20' deck below makes that level an occupied roof. At 5 square feet per person per Table 1004.1.2 it amounts to 96 people requiring two exits with proper separation per IBC 1015.2.1. Please clarify.


7) When these comments have been addressed, more detailed comments will be forthcoming.

 

8) When the above comments have been addressed, please update the plans at the MOA Plans Review Office with three sets of revised architectural pages to include clouded changes, architects stamp and signature. RE-SUBMITTALS ARE TO BE DIRECTED TO THE ATTENTION OF THE PERMIT MANAGER WITH A LETTER OF RESPONSE ADDRESSING EACH COMMENT.   (23.10.104.8.1)
