Advisory Comment (no response required):  This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.

LATERAL SUPPORT FOR ADDITION

Reference page B-9 of the calculations and the drawings. Page B-9 of the calculations indicates that the new addition is tied to the existing and that the existing lateral system is supporting the new addition. Please clarify how this addition is tied to the existing and verify that the ties can transfer the required loads.

 

Comment remains. ACI 318-05 section D.3.3.6 requires the anchor capacity to be reduced to 0.4 times the capacity where a non ductile limit state controls the design. This does not appear to have been done. Please note that since the columns are lateral resisting elements it may be better to use the anchors in shear as a three sided diaphragm in one direction and a simple span diaphragm in the other. EXISTING SEISMIC

Reference page B-18 of the calculations. It appears that all that was checked for the existing is that the new base shear was compared to the existing base shear. This is not the required check. It is required to verify that the demand capacity ratio (DCR) for any lateral elements has not increased by more than 10% or where it has it must be shown that the element can transfer the loads required by current code. Please clarify. Reference IEBC section 302.4 or 707.5 (it is not clear which IEBC method has been chosen for this addition).

TIE ARRANGEMENT IN GRADE BEAMS

Reference sheet S2.01 of the drawings. ACI 318-08 section 7.10.5.3 requires ties to be arranged such that every corner and alternate longitudinal bar shall have lateral support provided by the corner of a tie with an included angle of not more than 135 degrees and no bar shall be further than 6 in. clear on each side along the tie from such a laterally supported bar. It does not appear as if the grade beam details meet this requirement. Please clarify.

SPIRAL TIE

Reference detail 2 on sheet S2.00 of the drawings. ACI 318-08 section 7.10.4.2 requires spiral reinforcement to be provide with an extra 1 ½ turns of the spiral at the end of each spiral unit. It is not clear where this requirement has been indicated on the drawings. Please clarify.

Please provide a letter from the Owner indicating who they will be hiring to provide the special inspections for this project. The special inspectors must be licensed in the types of inspections to be performed. Reference IBC section 1703.1.
