10/6/2014 – Review complete. Comments issued.

Advisory Comment (no response required):  This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.

1. “LOADS REPORTED FROM PIPING DEPARTMENT”

There are many locations where the calculations reference “Loads reported from Piping Department.” Please provide substantiating data showing how these loads were determined. Reference AAC section 23.10.104.8 and ASCE 7-05 Chapters 13 and 15.

2. STATEMENT OF SPECIAL INSPECTIONS

Please provide a statement of special inspections as required by IBC section 1705. The statement of special inspections must include both the type and frequency of inspections.

3. POST INSTALLED ANCHORS

The post installed anchors have not been indicated on the drawings. Please indicate an anchor that has a current approved third party report. Currently the drawings appear to indicate a “chemical adhesive anchor” in detail C on sheet D-30-C1006 (but the drawings do indicate RE-500-SD in detail E on sheet D-30-C1554). Reference AAC section 23.10.104.8 and IBC section 1703.4.

4. SPECIAL INSPECTORS

Please provide a letter from the Owner indicating who they will be hiring to provide the special inspections for this project. The special inspectors must be licensed by MOA in the types of inspections to be performed. Reference IBC section 1703.1.

5. TEXT SIZE

Drawings must provide text that is at least 3/32” tall per MOA policy AG.39. Please provide drawings with text at least this size.

6. DETAIL 2 ON SHEET D-30-C1006

Please provide the connection of the WT to the end plate. Reference AAC section 23.10.104.8.

7. NEW AND EXISTING CONSTRUCTION

The drawings are very unclear on what is new and what is existing construction. Many of details appear to show existing construction in dashed lines (and sometimes lighter lines) and new in solid lines. Is this typical throughout the drawings? It is not clear because, for example, on sheet D-30-C1454-2 the bridge is all shown as solid, but much of it appears to be existing based on detail A on sheet D-30-C1454. It would be helpful if a constant line type would be used for existing and new elements. Please clarify. Reference AAC section 23.10.104.8.

8. DETAIL 5 ON SHEET D-30-C1454-2

This detail references sheet D-30-C1454-3 for the bridge details; however this sheet does not appear to have been provided. Please clarify. Reference AAC section 23.10.104.8.

9. DETAILS B AND C ON SHEET D-30-C1554

These details indicate a 3/16” flare bevel weld. This detail also shows an HSS6X4X1/4 up against the radius of an HSS 8X4X1/4. It is not clear if there is a qualified weld for this condition as there may be a root due to the thickness of the HSS 6X4 being against the radius of the HSS8X4. Flare bevel welds appear to require 0” of root. Please also note that per the size indicated it appears the effective throat per AISC 360-05 section J1.1a would be 0” max, and this throat size would not be permitted for SMAW, FCAW-S, and SAW processes. Please clarify.

10. DETAIL A ON SHEET D-30-C1554

This elevation shows the web to chord connections being 3/16” fillet weld all around. This does not appear to be correct. Please revise to indicate the correct weld at the radius of the chords.

11. SHEETS D-30-C1021 AND D-30-C1021X

Framing Plan at TOS 71’-0 1/8” and Framing Demo Plan at TOS 71’-0 1/8” references sheet D-30-C1019-1. There is no sheet D-30-C1019-1 in the drawings. Please clarify.

12.  SHEET D-30-C1407

The framing plan at the top of this sheet references sheet D-30-C1019. There doesn’t appear to be a sheet D-30-C1019. Please clarify.

13. SHEET D-30-C0009

The framing plans at the top and middle of the sheet references sheet D-30-C0012. There doesn’t appear to be a sheet D-30-C0012. Please clarify. The framing plan in the middle of the sheet references sheets D-30-C1364 Sht 1 & 2. These sheets do not appear to exist. Please clarify. The framing plan in the middle of the sheet references sheet C0011 Sht 2. This sheet does not appear to exist. Please clarify. The bottom elevation references sheets C0010, C0011, and C0013. These sheets do not appear to exist.

14. SHEET D-30-C1019-2

At the top of the elevation shown on this sheet there is a reference to detail 5 on sheet D-30-C1020 sim. Please clarify what the sim condition is. Nothing appears to have been defined as the sim condition in that detail.

15. DETAIL 2 ON SHEET D-30-C1461

This detail indicates some slip critical bolting requirements however no faying surface requirements could be located in the drawings. Please clarify the faying surface requirements for the slip critical connections.

16. DETAILS 4, 5, AND 6 ON SHEET D-30-C1461 AND DETAILS 3, 4, 5 ON SHEET D-30-C0010

These details indicate A325 bolts. Every other detail in the drawings required A320 bolts. Please verify that A325 bolts are required for these details.

17. RETRACTABLE BRIDGE

Reference details A and B on sheet D-30-C1408 of the drawings. These details indicate “Retractable Bride (By Others). Is this existing or new? If new, is this a deferred submittal? Please clarify.

Please provide a written response to the comments and include one copy of additional or revise calculations, and two copies of additional or revise drawings.
