Advisory Comment (no response required):  This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.

 

1. The drawings appear to be for a Starbucks on the East Parks Highway in Wasilla. This is not in the MOA Building Safety Service or Land Use area. Please clarify. Reference AAC section 23.10.104.8.1.

 

2. Please clarify what the foundation is for the new drive thru sign is and provide design for it. Reference AAC section 23.10.104.8.1.

 

3. For the new menu sign, please provide the before and after dimensions. Where the area of the new signs is more than 10% larger than the existing, the existing foundation must be checked to the current code requirements. Reference IEBC section 303.4.

 

4. Plese clarify what the foundation is for the new ditigal order screen sign is and provide design for it. Reference AAC section 23.10.104.8.1.

 

5. For the attachment of the drive thru building sign, please provide neoprene gommets at the screws or provide a similar separation element or provide austenitic stainless steel or aluminum screws as required by the Aluminum Design Manual section 5.4.1. This applies to both drive thru building signs. For brick wall installation the HLC-HX anchors do not have a current approved report. Please revise to a different anchor.

 

6. For the clearance bar, please provide before and after sections. Where the area of the new clearance bar structure is more than 10% larger than the existing, the existing foundation must be checked for current code requirements. Reference IEBC section 303.4.

 

7. Please clarify what the foundation is for the new thank you and exit only signs are and provide design for them. Reference AAC section 23.10.104.8.1.

 

8. There is a foundation shown on drawing number 16738-1P-105 and shows a foundation for a drive thru on panel. What does this apply too? Please clarify. Reference AAC section 23.10.104.8.1.

 

9. There is a foundation shown on drawing number 16738-3P-105 that shows a foundation for a drive thru three panel. Is this for the drive thru five panel sign? Please clarify. Reference AAC section 23.10.104.8.1.

 

10. Near the end of the submittal there is a canopy foundation. Please clarify what this is for. Canopy work can not be done under a sign permit. This would need to be designed and stamped by an engineer licensed in Alaska.

 

11. It appears there is welding on this project. Welding requires special inspection. Please provide a letter from the Owner indicating who they will be hiring to provide the special inspections for this project. The special inspectors must be licensed by MOA in the types of inspections to be performed. Reference IBC section 1703.1
