Is this an "Alternate Means" rather than a straight "Change Order" since the sprinkler system will not be in strict compliance with the 2009 code for malls.  See concern 3 on attached F.I.R.E. Services letter from Ross Fosberg dated 5/14/2014.

Are there any other non-compliance items, no matter how small, that need to be addressed in the request?  If yes please add to the submittal and treat as an "Alternate Means".
