Note: Agree that panic hardware will not be required on egress doors but need clarification as to the response for special door locking hardware that locks doors from the egress side.
4. If the intent is to lock doors as allowed per Fire Prevention Policy#13-001 please submit this as a response and insure all conditions will be met. Provide a cut sheet for the controller and revised plans. Otherwise the submittal shall be on an "Alternate Means and Method" form and routed to the fire marshal for signoff. This would require the assignment of an X14-xxxx number. The submitted document referencing a previous alt means for locking basement doors would be required to also include the approved signiture showing it was accepted for use. This does not automatically guarantee approval of the new request as each is required to be evaluated and stand on their own merits. The submital request has several issues. The code site appears to be for the 2006 code and relates to delayed egress hardware. Item 4 specifically refers to requirements for delayed egress hardware. This does not work on doors that swing against egress and that do not have panic hardware as releasing the door and opening the door requires more than one motion which equates to special knowledge & effort.
Again, if your response and submital meets the policy it can be approved without an alt means submittal. Please review the policy and resubmit with required info.

4. Please comment on door hardware 901A. Revise as required. Since the conference/assembly areas have a combined occuppant load > 49 the door hardware shall be panic type. The reference to a new door release pull station in elevator lobby is unclear. What door does the release serve? It is assumed it serves 901A since you can't lock the stair door from the elevator lobby side. Elevator lobby doors shall meet Fire Prevention Policy 13-001
