Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.
1. ANCHOR DESIGN
Please provide design of the column anchorage. These anchors have a significant overturning moment of around 31 kip-ft. The spreadsheet for confining shear breakout appears to have been provided, but nothing has been provided for tension. Reference ACI 318-08 Appendix D.
Comment remains. Please clarify where the design per Appendix D has been provided. It appears that only steel strength has been checked, and not per Appendix D. WAB – 8/7/2013

2. EQUIPMENT ANCHORAGE
It appears there is a design for equipment anchorage provided; however no detail could be located on the drawings. Please clarify. Reference AAC section 23.10.104.8.

3. PARAPET DESIGN
Reference detail 204 in the drawings. Please provide design of the parapet and its connections shown in this detail. Parapets must be designed for the loads required by ASCE 7-05 section 6.5.12.4.4.
Comment resolved. The parapet appears to have a capacity of at least 100-psf which is sufficient for parapet loads. WAB – 8/7/2013
4. NON FROST PROTECT FOUNDATION
Reference the drawings. A non frost protected slab on grade foundation has been indicated on the drawings. Please provide an alternate means and methods for approval. Please note that flexible connections will need to be provided between the equipment and any other elements supported by a frost protected foundation for this to be approved. Even then it would need to be approved by the Senior Plan Reviewer or Building Official.

5. LOAD INPUT ON FOUNDATION
Reference page 14 of the RISA model. It isn’t clear where the moment from the snow load when snow is loaded on one span only has been inputted. Please clarify where this load is. Under the strength load combination please note that this is a flat roof structure, and the roof will retain snow so the load factor should be taken as 0.7. Please also add the service load combinations of DL+SL, and DL+0.7*E, and 0.6*DL+0.7*E, and in the strength load combinations add 0.7*DL+E.
Comment remains. The response indicates “concur”, but the strength load combination still show 0.2*SL. Please clarify. WAB – 8/7/2013

6. SPECIAL INSPECTOR LETTER
Please provide a letter from the Owner indicating who they will be hiring to provide special inspections for this project. The special inspector(s) must be licensed by MOA in the type(s) of inspection(s) to be provided.
