Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.
1. DESIGN INTENT FOR FIREPLACE
Reference page 5 of the calculations. It appears the intent of the calculations is to design this structure as a Special Reinforced Masonry Shear Wall per Chapter 12 of ASCE 7-05. It appears this is the case by the fact that Cs has been taken as 0.18 which is just 1/5.5 (despite the fact that another Cs was determined to be 0.4 on the same page). Please verify. If this is the intent please provide the following:
A. ACI 530-08 section 1.17.3.2.6 requires the spacing of both horizontal and vertical reinforcement to be no greater than one-third the length of the shear wall, one-third the height of the shear wall, and 48 inches O.C. It does not appear as if this requirement has been met. Please verify.
2. FOUNDATION FOR FIREPLACE
Reference detail 14 on sheet A100 of the drawings. This detail shows the depth to bottom of footing as 5’-0”. At least a portion of this footing will be outside the building thermal footprint. The Anchorage Amendments to the IBC table 23.15.1809.5 requires a frost depth of 10’ for cold isolated footings unless it is shown that non frost susceptible soils extend for a depth of 10’. In that case the frost depth is 5’. The frost protection of the footing can also be designed per ASCE 32-01 (Design of Shallow Frost Protected Foundations.
3. VENEER ATTACHMENT
Reference sheet A100. Please clarify how the veneer is attached to the CMU. Veneer must be attached per ACI 530-08 section 6.2.2.5 or equivalent means.
4. COLUMN EXTENSION
Reference page 4 of the calculations and detail 13 on sheet A100 of the drawings. Please clarify the extents of the column extension. There is no direction on the maximum length the column can be extended. Please clarify that the lower column piece is also welded to the cap plate. Page 4 of the calculations provides no design for this column. Per the drawings it appears that at a minimum these columns support substantial wind loads. Please note that if the reaction at the top of the column is increased by more than 10% the connection at the top of the column must be verified for the current code load requirements. Reference AAC section 23.10.104.8 and IEBC section 303.4.
5. SIGN FRAME DESIGN
Reference pages 1 through 3 of the calculations. This design is for the sign frame. This is not under the scope of this permit. There is a separate sign permit that this information must be submitted under. This information was not reviewed.
6. DEFERRED SUBMITTALS
Reference sheet A201 of the drawings. It appears there are several roof structures being added. Design and detailing of these structures have not been provided. These will have to be deferred, and construction of them can not be completed until they are submitted for review and approved. Reference AAC section 23.10.104.9.
Please provide a written response to the comments and include one copy of additional or revise calculations, and two copies of additional or revise drawings. While not required it is extremely helpful to the reviewer if the response indicates where in the submittal each comments has been addressed.
