PERMIT STATUS

4/25/2013 – Review complete. Comments issued.

 

Advisory Comment (no response required):  This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.

 

1. COLUMN TIE REQUIREMENTS

Reference details 4 and 5 on sheet S2.01 of the drawings. Please clarify where the column tie requirements have been indicated. Reference AAC section 23.10.104.8. Please note that ACI 318-08 section 21.12.2.3 requires the ties to extend into the pile cap to the development length of the longitudinal bars. This is not possible in detail 5 on sheet S2.01. Please clarify.

 

2. REINFORCEMENT DEVELOPMENT

Reference detail 5 on sheet S2.01 of the drawings. ACI 318-08 section 21.12.2.1 requires longitudinal reinforcement for columns resisting forces due to earthquake effects to be fully developed at the column/pile cap interface. Please provide substantiating data showing the #11 bars can be developed into the existing footing using epoxy. Please note that an approved third party report must be provided for this design. Reference IBC section 1703.4.

 

3. PILE CONNECTION TO PILE CAP

Reference detail 4 on sheet S2.01 of the drawings. Please provide design of the pile connection to the pile cap. If this connection provides overturning restraint, it must be designed to the load combinations including the overstrength factor per ASCE 7-05 section 12.2.5.2. Please also verify that IBC sections 1810.3.11.1, and 1810.3.11.2 (if applicable). Please indicate whether the pile cap is to provide rotational restraint as this could affect the design of the pile to resist lateral loads, and could also effect the design of the pile connection to the pile cap.

 

4. GRADE BEAM REQUIREMENTS

Reference the grade beam details on sheet S2.01 of the drawings. The grade beam details on this sheet reference detail 1 on sheet S2.03 of the drawings. There is no sheet S2.03. It appears this should be S2.02; however please note that referencing this detail will be confusing as this detail does not apply to the grade beams at the generator addition as the ties do not meet the design. Detail 6 on sheet S2.02 is the detail that should apply. Please clarify. Reference AAC section 23.10.104.8.

 

5. PILE SPECIFICATIONS

Please indicate the pile material specifications on the drawings. Pile materials must meet IBC section 1810.3.2.3. Reference AAC section 23.10.104.8. Please note that neither A501 or A53, as indicated in the steel section of the general notes, meets IBC section 1810.3.2.3. If one of these are to be used an alternate means and methods form must be submitted along with substantiating data (in the form of mill certs) showing that these specifications are equal to one of the specifications in the IBC.

 

6. DESIGN OF ELECTRICAL ROOM ADDITION

Reference pages D-25 through D-28 of the calculations. It doesn’t appear as if the forces determined have been amplified by 1.3 for anchorage into concrete as required by ASCE 7-05 section 13.4.2. Please verify or revise.

 

7. SPECIAL INSPECTORS

Please provide a letter from the Owner indicating who they will be hiring to provide special inspections on this project. The special inspector(s) must be licensed by MOA in the type(s) of inspection(s) to be performed. Reference IBC section 1703.1.

 

Please provide a written response to the comments and include one copy of additional or revise calculations, and two copies of additional or revise drawings. While not required it is extremely helpful to the reviewer if the response indicates where in the submittal each comments has been addressed.

 

All submittals should be sent to the permit manager.
