1.  The following comments based on the 2008 National Electrical Code (NEC) must be resolved before a permit is issued. The approval of plans and specifications does not permit the violation of any section of the NEC or any federal, state or local regulations.

 

2.   EQUIPMENT REQUIRES THIRD PARTY LISTING:
Please be aware that all equipment will require and be checked for third party listing per NEC 110-3. Any new or existing equipment to be reused or relocated will be checked for listing by the electrical inspector. Any equipment found without a listing will be required to go through testing to gain approval. Inspector to field verify. NO RESPONSE REQUIRED.

 

3.  TWO PANELS FEEDING TWO ROOM LIGHTING:

Sheet E2.03B (two panels feeding same rooms). It looks likes that the two panels 3LN4 and 3LEC-3 feed two adjacent rooms with lighting and power. Could you explain.

 

4.  TRANSFORMER SUSPENDED AND MOUNTING MEANS  (HUNG TRANSFORMERS):

Sheet E2.07 and E4.04 (Hung Transformer Weight). Transformers L1LEA1A, T-7LEA1 and T-7LEQ1are intended to be hung. NEC section 450.13(B) requires suspended transformers not to exceed 50KVA. Please indicate the size of all suspended transformers

 

5  PANEL LOCATIONS:

Sheet E4.01 (Panel Location on the Electrical Plan). Please show the panel locations for the existing panels from NEDP to EADP1.  Refer to the Anchorage Administrative Code AAC 23.10.104.8.1.

 

6  GENERATORS PARALLEL CONTROL:

Sheet E4.01 (Generators Parallel Control Wiring). Please show the parallel control section wiring for the generators. Refer to the Anchorage Administrative Code AAC 23.10.104.8.1.

 

7  EMERGENCY GENERATOR IDENTIFICATION AND THEIR LOAD SHEDDING.

Sheet E4.01 (Emergency Generator and Load Shedding). Please identify and mark the emergency generator and provide the load shedding. Refer to the Anchorage Administrative Code AAC 23.10.104.8.1.

 

8.  GENERATORS & TRANSFORMERS MOUNTING (STRUCTURAL REVIEW)

Sheets E4.01 and E4.012 (Generators and Transformers Structural Seismic Calculations). Provide structural, seismic and wind load calculations as applicable, plus fastening details for the generator and transformers including engineers stamp and signature, for structural review on a deferred submittal basis. Refer to Anchorage Administrative Code AAC 23.10.104.8.1. Please address.

 

9. TRANSFORMER OVER-CURRENT PROTECTION:

Sheet E4.02 (Partial Riser Diagram -Transformer Over-Current Protection). The riser diagram does not show that the transformers are provided with over current protection according to NEC Table

450(3)A.

An example; transformers T3NL4 and T4NL3 30KVA feed from panels 4NL3 and 3NL3. There is no over current protection provided for the transformers in the panels. Please verify that all transformers are provided with overcurrent protection. The over current protection should show on the riser diagram. Refer to Anchorage Administrative Code AAC 23.10.104.8. Note that name of panels in the riser diagram and panel schedule do not match. Please verify.

 

10  FIRE PUMP FEED:

Sheet E4.03 (Partial Riser Diagram – Fire Pump Feed). Please show the fire pump feed from normal power and from generator power. Refer to the Anchorage Administrative Code AAC 23.10.104.8.1.

Show also where the lines PB and PA feed from.

 

11  ELECTRICAL ROOM FIRE RATING:

Sheet E4.04 (Electrical Room and Door Fire Rating). Please verify that the electrical room and door are fire rated.

 

12  EMEGENCY PANEL CARRY EMEGENCY LOADS:

Sheet E6.01 (Emergency Load). We have identified few emergency panels such as 1HEAl, HEC1, 1HEQ1, 1LEA1A and 1LEC1A. Please note that emergency panels shall carry emergency load. Review the International Fire Code IFC Section 604.2.16.2.1 for emergency load. Please address.

An example; Emergency panels 1LEA1and 1LEC1A feed non-emergency loads; snow melt, pump 20HP, receptacles generator room, fuel leak monitor and other non-emergency loads.

 

13.  GFP FOR RADIANT HEAT (PANEL 4HEQ1):

Sheet E6.02 (Radiant Heat Ground Fault Protection). Radiant heat should have GFP and should be calculated at 125% continuous load. The panel connected load is 66Amps and the NEC demand load is 29Amps. Please show calculations.

Please show how the demand load and the design load are 24.2Amps.

 

14. RECEPTACLE LOAD CALCULATIONS (PANEL 3LN4)

Sheet E6.02 (Receptacle Load Calculations). Please provide the connected and the demand load for panel 3LN4. Note that the exception applies only after 10KVA,

 

15.  PANELS OVERCURRENT PROTECION:

Sheet E6.03 (Overcurrent Protection for Panel 7LEA1, 1HEC1, 7LEC1). The stated panels and many more panels say Over current protection is a breaker. At the same time panel schedules show MLO. Please explain!

           

16.  When the above comments have been addressed, please update the electrical plans at the MOA Plans Review Office with three (3) sets of revised electrical pages to include clouded changes, electrical engineers stamp and signature.
