Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.
1. Please provide substantiating data showing the precast panels at the bottom of the seating areas where the panels cantilever past the frame member have sufficient capacity to transfer the required forces. Reference IBC section 1604.2. Please note that it does not appear as if the capacity of the panels can be determine since there is not sufficient thickness to the vertical panel to allow for the minimum required development length for the rebar. Reference ACI 318-08 Chapter 12.
Comment remains. The #4 bars only show 5 1/2" of development length. The minimum development length for a hooked bar is 6" per ACI 318-08 section 12.5.1. ACI only requires 5/8" cover on precast beam elements where the element will not be exposed to the weather so it seems like it should be possible to get the 6" required. Please clarify why only 5.5" has been provided. WAB - 1/10/2012
2. The panel drawings must be stamped by an engineer licensed in the state of Alaska. Reference the Alaska State Statutes section 08.48.221.
