Advisory Information:

OK for clearing and grubbing only as depicted on plan sheets C103, C104 & C105 with the condition that any required vegetation buffers are maintained and all planning and zoning commission resolutions or summary of action ("S" case) conditions of approval are met.  MG, 3-21-12.

 

OK for Footing & Foundation ONLY, MG 3-22-12.    Other grading work outside of the building footprint such as storm drain and final grading are not approved.  By the developer going forward with the F&F the floor elevation will be set prior to approval of a grading & drainage plan stamped by a civil engineer that may result in significant increased costs to the developer to resolve site specific challenges to preparing an approvable site grading & drainage plan.

1.  Please provide a copy of the UDC / Community planning conditions of approval.  Resolved, MG 6-7-12.

 

2.  ADVISORY NOTE:  Please provide a copy of ADOT permit(s) for the proposed work within Elmore Road and conditions of approval if applicable.  Not resolved, MG 6-7-12.  Resolve ADOT permits with Traffic, MG 8-30-12.

 

3.  Drainage Report:  Provide a drainage report prepared and stamped by a civil engineer licensed in the State of Alaska per the 2007 DCM Ch:2.  Reference the 2007 Drainage Design Guidelines, Appendix A for preparation of a Drainage Report (follow the outline beginning on page A-3 and include relevant forms) to be submitted with the drainage and grading plan.  Please provide drainage calculation inputs and results from modeling on a CD (EPA SWMM digital format or equivalent as applicable).  Two unresolved issues remain:  1 - Please provide infiltration test results per DDG 9.2.1 & 9.2.2.  2 - Resolve comment No. 7 below.  Not resolved, MG 6-7-12.  Resolved, MG 8-30-12.

 

4.   Ref. C204,  Please provide a notarized letter of non-objection from the legal owner of APU ENDOWMENT Tract A for the proposed grading on Tract A.  Resolved per R&M letter dated 5-10-12, MG 6-7-12.

 

5.  Ref. C608 details 3 & 4, Storm drain connections are proposed to shallow catch basins within Providence Drive.  Please revise and show connections to the manholes within Providence Drive.  Resolved, MG 6-7-12.

 

6.  Ref. C608 details 3 & 4,  12" diameter HDPE storm drain is proposed.  Please revise and replace HDPE with CPEP Type S.  DCM 2.7.B.  Resolved, MG 6-7-12.

 

7.  Ref. C608,  Provide storm drain detention details for drainage directed to the storm drain facility within Providence Drive.  DCM 2.10.  Per the drainage report (Appendix B-08 & 4f on page 4) submitted on 5-15-12 no pre-development runoff leaves the site and a post-development 3.39cfs (10yr) is discharged directly to the existing Providence Road storm drain.  Please provide a metered release detention system with appropriate amendments to the Drainage Report to address the roof water discharge in compliance DCM Table 2-1 to maintain the post-development project peak flow from the 1-year, 24hr storm to </=1.05 times pre-development runoff peak flow at all project discharge points.  Another possible solution (DCM Table 2-1, per DDG 8.2) is to provide a compelling analysis to show that downstream adverse impacts shall be mitigated at a minimum by controlling project flows to maintain acceptable routed peak flows and peak flow durations downstream to the 10% point.  Projects must demonstrate an unobstructed downstream flood path with adequate hydraulic capacity for the 100yr 24hr event along the full length of each 10% conveyance route.  DDG 3.7, DDG 5.5.6 & DCM 2.2.C.  Not resolved, MG 6-7-12.  Resolved per Community Management Landcover Adjustment  DDG 5.5.6, Providence Drive storm drain capacity analysis showing that the 30" dia. storm drain is at 50% capacity during the 10year event with the addtional roof water and Street Mainenance has no recorded information suggesting existing drainage problems.  MG 8-30-12. 

 

8.  The grading and drainage plan submitted appears incomplete in regard to drainage and appears to indicate the intention to retain drainage on site.  Provide drainage calculations stamped by an engineer licensed in the State of Alaska that accounts for both on site and off site sources of  generated drainage accumulations capable of passing a 100 year frequency flood (24hrs) without damage to the facility.  Provide infiltraion assumptions based upon soil analysis and include recovery calculations that are valid during frozen (winter) soil conditions.  Per DCM Section 2.100.  An overflow relief drainage connection is provided on site where Providence Road meets Elmore Road, Resolved, MG 6-7-12.

 

9.  Provide plans that address the need to provide suitable drainage connections to an existing drainage facility that does not adversely affect the right-of-way or adjoining lots.  "Proposed drainage systems shall convey drainage into an established natural watercourse or an existing storm drainage facility" DCM 2.2.D.6.  All driveways and buffer areas shall be constructed such that no surface drainage originating off of the right-of-way is permitted to drain onto the traveled way of the public roadway DCM 2.2.D.17.  An overflow relief drainage connection is provided on site where Providence Road meets Elmore Road, Resolved, MG 6-7-12.

 

10.  Provide a storm drain profile that identifies type of pipe and size of pipe,  inverts, grades and depth of bury.  With the information provided it appears that the depth of cover does not always reach the minimum 4' as required in DCM 2.7.J.  Insulation (indicate type, width and thickness) and/or heat tracing is required in this situation.  Not resolved, MG 6-7-12.  Not resolved with CS-003, Please submit an updated conformed plan set that includes the requested information, MG 8-30-12.  Resolved, MG 9-19-12.

 

11.  Indicate the installation of storm drain pipe locator tape three feet below finish grade or two feet deep in the street structural section. MASS Section 20.13 Article 13.3.E, page 38.  Please specifically call out for locator tape and the MASS Section 20.13 Article 13.3.E, page 38.  Not resolved, MG 6-7-12.  Please submit an updated conformed plan set that includes the requested information, MG 8-30-12.  Resolved, MG 9-19-12.

 

12.  Indicate the locations of temporary snow storage areas on the site grading and landscape plans with no obstruction to onsite drainage and no adverse drainage to adjacent lots, on site or the Right-of-Way.  Please clarifiy the intented snow storage areas on C700 (arrow is not pointed to area hatched as a snow storage area) with emphasis on compatibility with the landscape plan. Please provide a means to delineate the snow storage areas and the drainage swales to the snow plow operators such but not limited to: signage, fencing or trees.  Not resolved, MG 6-7-12.  Signage has been suggested as a solution, please submit an updated conformed plan set that includes the requested information, MG 8-30-12, 9-19-12.

 

13.  The Engineer shall verify that the existing storm drain facility has sufficient capacity and is in sufficient condition for the proposed project.  DCM 2.2.D, 2.2.D.8, 2.4.B, 2.4.D.6, 2.4.F, 2.7.B.7,  DDG 5.9.1, 5.9.2.  See comment no. 7, Not Resolved, MG 6-7-12.  Resolved, MG 8-30-12.

 

14.  ADVISORY NOTE:  Ref C203 & C402,  Please provide constistant reference to the west to east drive.  Health Drive or Health Street?  Health Drive is acknowledged, Not resolved, MG 6-7-12.  Please submit an updated conformed plan set that includes the requested information, MG 8-30-12. 

 

15.  Ref. C303, Provide a storm drain profile (Health Drive) that identifies type of pipe and size of pipe,  inverts, grades and depth of bury.  Resolved, MG 6-7-12.

  

16.  Ref. C303 & C305, Provide culvert lengths and invert elevations.  With the information provided the culvert grade appears flat and the minimum slope is 0.5%.  DCM 2.7.C.1.d.  It is correct that the minimum grade for storm drain is 0.3% however the minimum grade for culvert is indeed 0.5%, Not Resolved, MG 6-7-12.  Please submit an updated conformed plan set that includes the requested information, MG 8-30-12.  Resolved, MG 9-19-12.

 

17.  Ref. C303, Provide drainage connection details for Sharon Gagnon Lane and the adjacent parking lot.  Please revise the drainage arrows to point in the conventional positive direction, Not resolved, MG 6-7-12.  Please submit an updated conformed plan set that includes the requested information, MG 8-30-12.  Resolved, MG 9-19-12.

 

18.  Ref. C303,  It appears that Health Drive directs drainage offsite where it connects to Wellness Street.  Unless otherwise recommended in an approved soils engineering report, fills shall conform to the provisions of this section.  Fills shall not cause a net increase in surface runoff or concentrated flow across property lines.  Run-off shall discharge to approved locations or be retained on site.  AMCR 23.105.110.1.    ADVISORY NOTE:  Drainage across property lines shall not exceed that which existed prior to grading.  Excess or concentrated drainage shall be contained on site or directed to an approved drainage facility. AMCR 23.105.112.5.  See letter dated submitted on 5-15-12 from R&M, Resolved, MG 6-7-12.

 

19.  Ref. C301, re: driveways along Wellness Street and Providence Drive.  Commercial driveways require a 20' long landing area where the driveway intersects with the roadway that must not exceed a +/- 2% maximum grade.  For semi-tractors or trailers, provide a 30 foot long landing area of +/-2% maximum grade where the driveway intersects with the roadway.  DCM Appendix 1B, MOA Driveway Standards 12-11-2006.  Resolved, MG 6-7-12.

 

20.  Ref. C301,  Ref. C303,  It appears that the driveway off of Providence Drive directs drainage offsite.  Driveways and buffer areas of commercial projects or residential projects of triplex size or greater shall be designed so that no surface drainage originating off of the right-of-way is permitted to drain onto the traveled way of the public road.  DCM CH2 2.2.D.17.  Please clarify the location of the curb cut, Not Resolved, MG 6-7-12.  Please submit an updated conformed plan set that includes the requested information, MG 8-30-12.  Resolved, MG 9-19-12.

 

21.  Ref.
