Advisory Information:

Approved, MG 6-1-12.

OK for Footing & Foundation ONLY.    Other grading work outside of the building footprint such as storm drain and final grading are not approved.  By the developer going forward with the F&F the floor elevation will be set prior to approval of a grading & drainage plan stamped by a civil engineer that may result in significant increased costs to the developer to resolve site specific challenges to preparing an approvable site grading & drainage plan.

Correction, MG 4-30-12.

1.  Drainage Report:  If applicable complete the Drainage Certification found in the Drainage Design Guidelines Appendix C-3, along with backup calculations (areas and weighted coefficients) stamped by a civil Engineer (http://www.muni.org/Departments/works/project_management/Pages/Publications.aspx). Otherwise, Provide a drainage report prepared and stamped by a civil engineer licensed in the State of Alaska per the 2007 DCM Ch:2.  Reference the 2007 Drainage Design Guidelines, Appendix A for preparation of a Drainage Report (follow the outline beginning on page A-3 and include relevant forms) to be submitted with the drainage and grading plan.  Please provide drainage calculation inputs and results from modeling on a CD (EPA SWMM digital format or equivalent as applicable).  Resolved, MG 6-1-12.

2.  Please submit a grading and drainage plan that shall be prepared and stamped by a civil engineer licensed in the State of Alaska to clearly identify post-development drainage patterns with drainage arrows, elevations, grades and the required drainage features needed to serve the proposed development and prevent adverse drainage impacts to adjacent lots and the public right-of-way. 2007 DCM 2.4.D.  Resolved, MG 6-1-12.

3.  Provide plans that address the need to provide a suitable drainage connection to an existing drainage facility that does not adversely affect the right-of-way or adjoining lots.  "Proposed drainage systems shall convey drainage into an established natural watercourse or an existing storm drainage facility" DCM 2.2.D.6.  All driveways and buffer areas shall be constructed such that no surface drainage originating off of the right-of-way is permitted to drain onto the traveled way of the public roadway DCM 2.2.D.17.  Resolved, MG 6-1-12.

4.  Provide roof drain leader locations on the civil plans and/or tie-in to the storm drain facility (DCM 2.2.D.6).  Roof drainage concentrated by downspouts or similar devices shall not be directed across sidewalks, driveways, or parking areas (DCM 2.2.D.16).  Include inverts, minimum bury depth, type of pipe, diameter of pipe, type of connections and freeze protection (DCM Section 2.7).  Resolved, MG 6-1-12.

5.  Ref. Sheet 5 of 5, detail A & B.  Please resubmit plans that state that finished slopes will not exceed 2H:1V and show that slopes will be stabilized and/or vegetation will be established prior to freeze-up.  Resolved, MG 6-1-12.
