Advisory Comment (no response required):  This review is based on the requirements of the Anchorage Administrative Code (AAC), 2009 International Building Code (IBC), 2009 International Residential Code (IRC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations.

 

1) Per the summary sheet the antenna has been designed as a Class III antenna, and well as with a Topographical Category of 2 with a crest height of 88'. Please clarify where in the input the factors for these assumptions are. For the Class III antenna, the importance factor is greater than 1, and for that topographical category and crest height Kzt is greater than 1. Please show where these factors are determined and inputted. It appears that "Wind Height Fact" might be the topographical factor. If so, just verify.

 

Comment remains. There is nothing on page 3 of the Sabre calculations that indicates that the tower has been designed as a Class III tower with the topographical effects indicated in the original comment. The only factor that appeared that it may be one of these factors is the "Wind Height Fact" that was taken as either 1.571 or 1.559. This appears that it could be the topographical factor. The importance factor for Wind, Ice Thickness and Seismic are greater than 1 for a Class III tower, and it is not clear where this factor has been included. WAB - 3/28/2012

 

2) Reference page 2 of 8 of the calculations stamped by Dale Browning. The reactions used in these calculations do not match the reactions from the tower submittal. Please clarify or revise the design and resubmit. In many cases, the reactions on the tower submittal are higher.

 

Comment resolved. The value of the uplift force is actually 15.8 kips and not 25.8 kips. The copy of the calculations received are unclear, and a better copy showed the 15.8 clearly. The 15.8 is also in the actual tower design calculations. WAB - 3/28/2012

 

3) Please provide drawings showing the construction of the tower includeing the connections between components. Reference AAC section 23.10.104.8.

 

Comment remains. A partial set of tower drawings appears to have been provided. These drawings must be stamped by an Engineer licensed in Alaska. It also doesn't appear as if any of the connections between the elements have been provided. This includes connections between webs and chords, splices between trusses, connections and locations of step braces, and connections and locations of waveguide support bars. Please provide.

 

4) The only drawing received appears to be a detail showing the connection at the base of the tower. The connection of the guys has not been provided. Please clarify. Reference AAC section 23.10.104.8.

 

Comment resolved. This information was provided in permit 10-4864. This submittal is not a change order to that permit. WAB - 3/28/2012 

 

5) Please provide a statement of special inspections in accordance with IBC section 1705. The statement of special inspections must include both the type and frequency of inspections. Where shop welding is done, special inspections will be required on these welds unless the shop is qualified to perform fabrication without special inspections (i.e. AISC or IAS certified). Special inspections for welds can be waived where installed by an AWS certified welder, and the weld is less than 50% stress. This must be indicated on the drawings.

 

Comment resolved. The reviewer will add inspection requirements for bolting as it appears there is bolting at the splices of the trusses. WAB - 3/28/2012

 

6) Please provide a letter from the Owner indicating who will be performing the special inspection services for this project. The special inspector(s) must be licensed by MOA in the type of inspection(s) to be performed.
