Comments for 3/20/12 submittal:
1.) Provide summary narrative of the intended haul routes meeting the requirements of AMC 9.46.410.A; the shortest, most direct routes, which minimize travel on local and collector roadways shall be used for clearing and grubbing, site excavation and grading, building construction, concrete and asphalt paving, landscaping and stabilization.
GMC export haul route shall be Elmore to Tudor to Minnesota to Raspberry to Lucy pit. Import is unknown at this time. Material is likely to come from Abbott and Lake Otis via Lake Otis to Dowling, east on Dowling and then north on Elmore to the site or Sand Lake to Raspberry, Raspberry to Minnesota, Minnesota to Tudor, Tudor to Elmore, Elmore north to project site. Concrete will come from AS&G (South Anchorage) and will head north on New Seward Highway, east on TUdor and north on Elmore to the project site. The primary route to the project site will be New Seward Hwy to Tudor to Elmore. Construction hauling and material related deliveries will avoid local and collector roads as much as possible utilizing major roadways.
2.) Please provide copies of all ADOT&PF encroachment permits which allow construction access to Elmore Road.
3.) Please provide copy of the MOA and ADOT approved TIA for the proposed faciility.
4.) Please provide a copy of the cumulative UAA site parking use reduction approval from the Municipal Traffic Engineer along with any relevant shared parking agreements. Please provide summary of proposed parking relative to the UAA Sports Center lots.
5.) Please include details of the proposed pedestrian facilities to be constructed along Alumni Drive north of Providence Drive connecting the Sports Complex facility with remote parking areas providing a separated, direct and clear path to enhance pedestrian safety and minimize vehicle-pedestrian conflicts..
6.) Provide details (type, size and location) for all proposed regulatory (MUTCD) signage, street names, speed limits, striping and advance traffic warning devices to be incorporated into the improvement.
7.) Provide details for the detectable warning surface tiles to be incorporated into the improvement. Detectable warnings shall comply with Section 705 of the latest edition of the Accessible and Usable Buildings Facilities Code.
8.) Provide Site Lighting and Glare Analysis statement for the proposed parking areas.
9.) Please define the design vehicle standard utilized for geometric turning and maneuvering for the parking lots.
10.) Accessible pedestrian facilities shall have a maximum cross slope of 2%, a maximum vertical step of one-quarter inch, a minimum vertical clearance of 80 inches, a maximum sustained running slope of 5 percent, or equal to the road grade if paralleling the roadway and a maximum curb ramp slope of 8.33 percent. Please demonstrate that the proposed accessible routes and crosswalks adhere to ADA requirements across Providence Ddrive, Elmore Road, Health Drive, Sharon Gagnon Lane and Wellness Drive where appropriate.
11.) Please provide location and orientation of refuse dumpsters.
12.) Please show the number and location of bicycle spaces.
13.) Please identify the proposed location(s) for Transit stops.
14.) Please identify the location and dimensions of the loading berths.
15.) Please delineate the proposed location of any UAA Sports Arena monument signs to be erected.
16.) Please provide a comprehensive Temporary Pedestrian Access Route plan for the site to detail considerations for access and connectivity during construction of the complex.
