GENERAL

This review is code compliance review based on the requirements of the International Building Code (IBC), 2006 Edition, and all adopted references thereto, as amended by the Municipality of Anchorage in Anchorage Municipal Code (AMC) Title 23.  This review does not permit the violation of the building codes, nor any federal, state, or municipal regulation.

The following comments must be addressed before a permit may be issued.  Additional comments may be issued based on the review of submitted information.

1. DEFERRED SUBMITTALS
The following items have been noted on the plans to be submitted under deferred status:

a. Anchorage of mechanical equipment

b. Roofing attachment

Please provide the following items for code compliance review, or note them on the plans to be submitted under deferred status:

c. Open-web steel trusses

d. Exterior metal stud framing

All deferred submittals must be sealed by a Professional Engineer licensed in the State of Alaska.  Submittals must be reviewed for general conformance by the Registered Design Professional prior to submitting to Building Safety for review.  Deferred submittals must be reviewed and approved by Building Safety prior to installation/construction.

8/24/11 – Resolved.  Items noted on the plans.  MMP

2. SPECIAL INSPECTION PERSONNEL

Please provide a letter from the Owner/Owner's Representative, or Special Inspection Agency stating that the Special Inspection Agency has been retained by the Owner to provide special inspection services for the project as required by IBC Chapter 17.

8/4/11 – Resolved.  Letter submitted by EMC.  MMP

3. STEEL FABRICATOR QUALIFICATIONS

Please provide a copy of the steel fabricator certification from AISC, IAS, or MOA for fabrication of structural steel without special inspection required by IBC Chapter 17.  In lieu of certification, please submit the name(s) and resume(s) of the individual(s) providing shop special inspection for review.

8/24/11 – Resolved.  Item to be deferred.  MMP

4. LINTEL SUPPORT

Refer to Sheet S1.2, Calculations Pg. 57, 61.  The plans show a lintel along Grid B for an open corner that cantilevers over the wall 10 ft. (scaled).  The calculations show the lintel at D/1 as controlling.  Please clarify the design at Grid B, as it looks to be longer with a larger tributary area.

Reference:  IBC Section 1604.4

8/24/11 – Resolved.  Clarification provided.

5. COLLECTORS AND DRAG STRUTS

Refer to Sheet S1.3.  Please clarify the location and extents of all the collectors.  It does not appear that all of the diaphragm transfer load paths have been addressed.  Several of the walls do not have any collectors or drag struts supporting adjacent diaphragms, nor do all of the collectors span the full length of the diaphragm along a resisting wall element.

Reference:  ASCE 7 Section 12.10.2

8/24/11 – Resolved.  Clarification provided; redlines noted.  MMP

6. COLLECTOR CONNECTIONS

Refer to Sheet S1.3.  Please address the following:

a. Refer also to Detail 4/S2.2.  The detail shows an inline collector connection across the column.  This detail does not address at Grid D/3, where collectors are spanning in two perpendicular directions.  Please clarify the load transfer for the collector along Grid 3.

b. There are no details for the continuity of collectors for Grid 5.  The plan shows wide flange beams that are offset at Grid D, not across the W12 south of Grid C.4.  Please clarify the continuity.

Reference: IBC Section 1604.4; ASCE 7 Section 12.10.2; AISC 360 Chapter J

8/24/11 – Resolved.  Clarification provided; redlines noted.  MMP

7. SHEAR CAPACITY AT OUTBOARD SUPPORT

Refer to Sheet S1.3, Detail 8/S2.1.  The detail shows the bottom flange and web are cut back for the W16 along Grid 3.  There are no calculations showing this connection has adequate shear capacity at the support.  The detail appears to address primarily the 2.5K outriggers.
