4/28/2011. The comment have been corrected and plans are approved

4/28/2011 – The generator set is standby and is deferred submittal.

 

2.  The following comments based on the 2008 National Electrical Code (NEC) must be resolved before a permit is issued. The approval of plans and specifications does not permit the violation of any section of the NEC or any federal, state or local regulations.

3.  EQUIPMENT REQUIRES THIRD PARTY LISTING:
Please be aware that all equipment will require and be checked for third party listing per NEC 110-3. Any new or existing equipment to be reused or relocated will be checked for listing by the electrical inspector. Any equipment found without a listing will be required to go through testing to gain approval. Inspector to field verify. NO RESPONSE REQUIRED.

 

4.  PARKING LIGHT POLE (GROUND MOVEMENT):

Sheet E1.0 (Light Pole Ground Movement). There are no engineering details to account for the ground movement.  NEC Section 300.5(J) requires that where direct buried conductors, raceway, or cables are subject to movement by settlement or frost, direct buried conductors, raceways, or cable shall be arranged to prevent damage to the enclosed conductors or to equipment connected to the raceways. The arrangement we require is that metal rigid conduit, 5 feet minimum be installed between the base of the pole and underground conduits. Please address.

5.  PATIENT CARE AREAS:

Sheets E3.0, E3.1 and E3.2 (Grounding of Patient Care Areas). Please verify that all patient care areas are tot be wired per NEC 517 requirement as follow; 517.13(B) the grounding terminals of all receptacles and all non—current-carrying conductive surfaces of fixed electrical equipment likely to become energized that are subject to personal contact, operating at over 100 volts, shall be grounded by an insulated copper conductor.

The engineer has corrected the plan and the patient care area will grounding will per NEC 517. Approved

 

6.  CRITICAL CARE AREAS:

Sheets E3.0, E3.1 and E3.2 (Critical Care Areas). Please clarify on the plans the critical care areas and provide compliance with NEC Section 517.1 for the second layer of GFP. We consider the radiology room on the second floor as a critical care area. Please address.

The engineer has indicted that there is no critical care area in the building. Approved.

 

7.  FIRE RATING CONSTRUCTION FOR TRANSFORMERS:
Sheet E3.4 (Transformers Installed in Fire Rated Room). Please verify that transformers rated at 112.5 KVA and larger are installed in rooms with a minimum fire rating of 1 hour. Refer to NEC Section 450.21B.

The engineer has used the exception where the transformer is constructed with higher that 155 class. Approved.

 

8.  AUTOMATIC TRANSFER SWITCH FOR EMERGENCY GENERATOR:

Sheet E3.4. The emergency transfer switch is between the CT can and the MDP. You need to provide us with CEA approval for the location of the transfer switch.

The letter is provided from Chugach with the approved of the transfer switch. Approved.

 

9.  EMERGENCY GENERATROR:

Sheet E3.4. The following two notes contradict each other.

The dashed block of the generator indicates it is for future use and generator size up to 500KW. Sheet note #4 requires signage indicating emergency generator supply secondary power source.

Please provide the following.

A)         Provide the exact size of the emergency generator.

The engineer has stated that the standby generator will service the entire facility and will not be subject to the load shedding.  The generator will be DEFFERRED SUBMITTAL
B)         The fire department plan review requires separate permit for the emergency generator.

C)  EMERGENCY GENERATOR FUEL SUPPLY
Emergency generator shall be provided with an on-site fuel supply for at least 2 hours as required by the NEC Section 700-12(b). Please address.

D)  GENERATOR 10 SECOND AVAILABLE TIME:

Emergency generator must be available within the time required for the application but not to exceed 10 seconds as required by NEC Section 700.12. Please address.

E)  EMERGENCY GENERATOR LOAD SHEDDING:

Emergency Generator Load Shedding and Peak Shaving): Automatic selective load shedding and peak load shaving shall be provided as needed to ensure adequate supply to the emergency circuits, the legally required standby circuits and the optional standby circuits, in that order of priority. The alternate power source shall be permitted to be used for peak load shaving, provided the above conditions are met. Please address. Refer to NEC article 700.5(B).

F)  EMERGENCY GEN. CIRCUT WIRING IDENTIFICATION:
All boxes and enclosures (including transfer switches, generators, and power panels) for emergency circuits shall be permanently marked so they will be readily identified and entirely independent of all other wiring and equipment and as components of an emergency circuit. Refer to NEC 700.9(A) and NEC 700.9(B).

10.  PANEL SCHEDULE CALCULATIONS:

Sheet E3.6 (Panel Schedule P1C1 and P1D1 connected and NEC Demand Load). The connected loads and the NEC demand loads for the two panels are not matching. Please review and provide the new load calculations. Refer to Anchorage Administrative Code AAC 104.8.1.

10.  When the above comments have been addressed, please update the electrical plans at the MOA Plans Review Office with three (3) sets of revised electrical pages to include clouded changes, electrical engineers stamp and signature.
