Advisory Information:

. Provide a note on the plans that all construction shall be in accordance with the Municipality of Anchorage Standard Specifications (MASS). Drainage Report: If applicable complete the Drainage Certification found in the Drainage Design Guidelines Appendix C-3, along with backup calculations (areas and weighted coefficients) stamped by an Engineer. Otherwise, provide a drainage report prepared and stamped by a civil engineer licensed in the State of Alaska per the 2007 DCM Ch:2. Reference the 2007 Drainage Design Guidelines, Appendix A for preparation of a Drainage Report to be submitted with the drainage and grading plan. Include drainage calculation inputs and results in the EPA SWMM digital format on a CD if applicable. Please show the removal of organics prior to placing new fill. AMC 23.106.110.2 prohibits placing fill material over organics. Indicate that fill lifts will not exceed 12" . Geotextile fabric should be placed at the interface of the existing ground and the structural fill, per page 4 of 4 of the Geotechnical Report. Please revise the Paved Parking / Driveway Section detail on sheet C1, per the recommendations (2' type IIof which 6" is type IIA, 2" Leveling Course, 2" AC, Geotextile) on sheets 3 & 4, MG, 8-5-9. The geotechnical data indicates a high percentage silt on site (22.1%, 35.5% & 46.3% passing the 200 screen). An engineer faced with the task of designing traffic areas with frost-susceptible soils and a high moisture content can reap many benefits from the use of geotextile fabric in the design. Where high soil moisture content occurs in F-3 and F-4 soils, geotextile fabric should be incorporated into the structural design section to separate structural fill from frost-susceptible soils. Geotextile separation acts as a separator to prevent the pumping of frost-susceptible subgrade material into the gravel backfill, minimizing the contamination of gravel backfill and maintaining its support strength. Provide roof drain leader locations on the civil plans and/or tie-in to the storm drain facility with no concentrated drainage being directed across sidewalks, parking lots or driveways. Include inverts, minimum bury depth, type of pipe, diameter of pipe, type of connections and freeze protection. DCM 2.040.B.3. Please provide elevations or cross section details that extend 25' beyond the west property line. With the information provided it is not possible to determine if the new asphalt grade is higher/lower/same elevation as the abuting asphalt at the west property line. MG, 8-18-9. Indicate the locations of temporary snow storage areas on the site grading and landscape plans with no obstruction to onsite drainage and no adverse drainage to adjacent lots, on site or the Right-of-Way. PM&E comments may be incomplete pending further submittals.
