. C(1): Letter Robert Taylor Anchorage Fire Marshal dated January 26, 1999 to Joe Huffman of Mapco required that top foam fire protection will be addedwithin 3 years for date of CO of permit 98-4066 and 98-4063 for the rail racks be add. This has not been completed as of 1-22-2009 and still needs to be per the letter dated January 26, 1999. Email by Martin Schwan acting Fire Marshall dated 3-30-2009 and letter by Bridget Bushue dated 5/24/2005 no top protection required. C(2): what type of foam pump is being used? C(3): Hydraulic Calculation sheet show and are of operation of 90440 square feet with will require a fire pump capable of delivering 14,470 GPM at a .16 gpm per Sqft. Fire pump is to small for this area C(4): water/foam density is incorrect. hydraulics show .10 and 2007 NFPA 16 section 7.3.2.1 and 1999 NFPA 16 section 4-3.2 require a desity of 0.16 gpm per square foot. Correct as need and show on hydraulic sheet. C(5): sprinkler area of operation is incorrect hydraulics show 196 square feet and maximum allowed is 100 square feet per 2007 NFPA 16 section 7.3.7.2 (A) and 1999 NFPA 16 section 4-3.7.2 requires 100 square feet. Approved in orginal installation of the foam system in the mid 90's and shows to be allowed in the 1988 NFPA 16 requirements C(6): side wall sprinkler heads are over spaced through out the facility at + or - 14 foot in between sprinkler heads. Maximum allowed is 12 feet per 2007 NFPA 16 section 7.3.7.2 (A) and 1999 NFPA 16 section 4-3.7.2. Approved in orginal installation of the foam system in the mid 90's and shows to be allowed in the 1988 NFPA 16 requirements. C(7): Foam tank is to small for an area of operation of 90440 at a density of .16 would require a tank size of 4341 gallons for 10 minutes of operation C(8): does the foam concentrate pumps have rated capacities at of in excess of the maximum system demand? 2007 NFPA 16 section 5.5.2.1 C(9): Does the foam concentrate pump have a discharge pressure rating at the design discharge capacity in escess of the maximum water pressure available under any condition at the point of foam concentrate injection 2007 NFPA 16 section 5.5.2.2 C(10): is the current foam concentrates list for use eith the foam concentrate proportioning equipment? 2007 NFPA 16 section 5.3.1 C(11): Is there a reserve foam supply that complies with 2007 NFPA 16 section 5.3.3? If not how will it meet these requirements? C(12): Provide hydraulic calculations that comply with 2007 NFPA 16 section 7.4.2.2 C(13): piping on plans between nodes 82 and 81 show 6 inch pipes, but the hydraulic calculations sheets show 8 inch piping what is it? C(14): How do i have 170 psi beginning pressure at the street node 84 C(15): fire pump needs its own permit C(16): system will require a full system dump test per 2007 NFPA 16 section 8.3.1 C(17): Were is the backflow preventer on the drawings and hydraulic calculations. Need to be an Reduced pressure backflow. C(18): there is no fire protection in the area between the two sets of parallel tank cars. Fire protection is only provided for under the railcars, there is no fire protection were all the hose connect under the catwalk and will not be protected in the event of a fire. This does not comply with 2008 NFPA 30 section 6.4.1.1. Previously appoved in the Mid 90's installation. C(19): Approved in Email letter from acting Fire Marshal Martin Schwan allowing Flint Hills to add foam protection, protecting 2 additional railcar tothe north east, for a total of 4 cars with top foam protection. No other top required. Plans approved as of 3-30-2009
