C(2): Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2006 International Building Code (IBC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations. C(3): DESIGN OF NEW CONNECTIONS Reference details 2 and 4 on sheet S2.0. Please provide design of the connections in the referenced details. Anchorage to concrete should be designed to the appropriate ICC ES report. Please note that all currently approved anchors require design to be per ACI 318-05 Appendix D with modifications made that their ICC ES report. Reference AAC section 23.10.104.8. Comment remains. For the combined loading condition on page 14 of the calculations (for anchorage to the wall), please clarify why 4*Tcap has been used. These anchor act as an anchor group. Please also clarify why Gv/1.6 and Gh/1.6 is used instean of Gv*2/16, and Gh*2/1.6. Based on the calculations, the shear the anchors must resist is 13*2/1.6 = 16.25 kips, and the tension capacity must be 16.5*2/1.6 = 20.625 kips. This would make the combined check (16.25/34.92)^(5/3) + (20.625/21.8)^(5/3) = 1.19 which is greater than 1. Please clarify. Please note that it doesn't appear as if a combined check was C(4): SPECIAL INSPECTORS Please provide a letter from the Owner, Owner's Representative (can not be the Contractor unless Owner/Builder in which case the Special Inspectors must be approved by the Building Official Ron Thompson), or the Special Inspection Agency stating that the Owner (please include Owner's name) has hired the Special Inspection Agency to perform the special inspection services for this project. Please note that special inspectors must be MOA licensed in the inspection type. WAB - 11/1/2010 Comment remains. Please provide letter from the Owner stating they will be hiring EMC to provide special inspections on this project. WAB - 11/8/2010 C(5): STATEMENT OF SPECIAL INSPECTIONS Please provide a statement of special inspections containing all the information required by IBC sections 1704, 1705, 1706, and 1707. the statement of special inspections should include both the type and frequency of inspections. Comment remains. There appears to be welding and possibly high strength bolting as well as structural steel on this project. All of these items have inspection requirements per the IBC. Please include this special inspection requirements or indicate why they are not required. WAB - 11/1/2010 Comment remains. If welding special inspections are to be waived, it must be indicated on the drawings that the welds are less than 50% stressed and will be installed by AWS welders as per the Anchorage Amendment to the IBC. WAB - 11/8/2010 C(6): DESIGN OF EXISTING WALL Reference detail 4 on sheet S2.0. Please provide a design check of the existing wall for thenew forces or show that the forces in this wall have not been increased by more than 10%. Reference IEBC section 302.2. Comment remains. Please clarify where the design check for the horizontal reaction has been provided. It appears there is a check of the vertical component on pages 3 and 4. It doesn't appear as if there is a check for the horizontal component. Please clarify. WAB - 11/2/2010 Comment resolved. This guy is anchored with 18" of the roof slab. Bending in the wall should not be an issue. WAB - 11/8/2010
