C(2): Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2006 International Building Code (IBC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations. C(3): BOLTS AISC 341-05 section requires bolts used to transfer seismic loads to be high strength bolts, and they must be fully pretensioned with faying surfaces prepared as Class A Slip Critical or better. Comment resolved. Since the component is less than 25% of the total weight of the structure, it can be designed per Chapter 13 which does not require detailing per AISC 341-05. WAB - 8/3/2010 C(4): MATERIAL SPECIFICATIONS Please provide material specifications for the pipes, wide flanges, and plates to be used. Please indicate the pipe thickness or indicate them to be standard, x-strong, xx-strong, etc. Reference AAC section 23.10.104.8 Comment resolved. Response accepted. WAB - 8/3/2010 C(5): GUARD DESIGN Please provide design of the guards, and show that they can support the 200-lb point applied anywhere on the guard, and the 50 lbs/ft linear load applied between vertical supports. WAB - 8/3/2010 C(6): INSPECTION OF FABRICATORS AND CERTIFICATE OF COMPLETION Please provide the fabricator's qualifications to perform the work without the special inspection requirements of IBC Chapter 17, or provide a letter from a special inspector employed by the Owner verifying the fabricator maintains detailed fabrication and quality control procedures that provided a basis for inspection control of the workmanship and the fabricator's ability to conform to approved construction documents and referenced standards. At the completion of fabrication, the approved fabricator shall submit a certificate of compliance to Building Safety stating that the work was performed in accordance with the approved construction documents. Reference IBC sections 1704.2.1 and 1704.2.2. Comment resolved. All welding will require special inspections per the response. WAB - 8/3/2010 C(7): STATEMENT OF SPECIAL INSPECTIONS Please provide a STATEMENT OF SPECIAL INSPECTIONS containing all the information required by IBC sections 1704, 1705, 1706, and 1707. Special inspections can be waived where specifically exempt in the referenced IBC sections; however this must be stated on the drawings. Welding inspections can only be waived if welds are less than 50% stressed, and are installed by an AWS certified welder. This must be stated on the drawings to waive the inspection requirements. Comment resolved. Response accepted. WAB -8/3/2010 C(8): SPECIAL INSPECTORS Please provide a letter from the Owner, Owner's Representative (can not be the Contractor unless Owner/Builder in which case the Special Inspectors must be approved by the Building Official Ron Thompson), or the Special Inspection Agency stating that the Owner (please include Owner's name) has hired the Special Inspection Agency to perform the special inspection services for this project.
