C(2): Advisory Comment (no response required): This review is based on the requirements of the Anchorage Administrative Code (AAC), 2006 International Building Code (IBC) and all adopted references thereto as amended by MOA. The following comments must be addressed before a permit can be issued. The approval of plans and specifications does not permit the violation of the codes, or any federal, state or local regulations. C(3): Please provide structural design for all pipe supports required by ASCE 7-02 Chapter 13. C(4): DESIGN FORCE Reference pages 3, 4, and 6 of the calculations. The design force for the chords shown on pages 2 and 4 is 48 kips. Please clarify why this was done. Reference IBC section 1604.4. Comment resolved. Response accepted. RISA indicates the require design compressive force of around 25 kips. WAB - 5/12/2008 C(5): STABILITY CHECK Reference page 6 of the calculations. AISC 360-05 has stability requirements included in the specification in Appendix 6. These stability checks must be checked in lieu of the check provided. Please note that that the check of "c" appears to be a required stiffness check, and it appeared that per the calculation provided indicates that the provided stiffness is less than the required. The connection of the vertical angle to the bottom chord does not provide a fixed connection which would be required for this member to provide out-of-plane stability of the top chord. The connection provided appears to provide little to no fixity.Please clarify. Reference IBC section 1604.4. Comment resolved. Response accepted. Both the stiffness of the member and capacity of the welded connection have been checked to ensure stability of top chord. WAB - 5/12/2008 C(6): DESIGN OF PILE Reference page 15 of the calculations.It appears the pile capacity has been determined using an effective length factor, K, equal to 1. Forthe fixed free condition, AISC 360-05 section C-C2.2b, Table C-C2.2, recommends K be taken as 2.1, but no less than 2. Please revise or clarify. Comment resolved. The effective length factor of the pile has been taken as 2.1. WAB - 5/12/2008 C(7): DESIGN OF PILE EMBEDMENT Reference page 16 of the calculations and detail 5/D-30-C1455 of the drawings. Please verify that a restrained condtion will exist at the base of the pile. A single curb will not be considered to provide restraint unless substantiating data or documentation is provided to show it can be. Restraint can be assumed if there is a virtually continuous slab in all directions around the pile. Reference IBC section 1604.4.Please note that piles are generally required to be designed and installed in accordance to a geotechnical report. Any other design methodology will require an Alternate Materials and Methods form with substantiating documentation (i.e. Industry Standard Literature) to be submitted for review. Please note that method used in this design is really limited to posts which are extremely stiff in comparison to the soil (so that the post will just rotate in the soil with very little to no reverse bending occurring in the post). Since IBC section 1808.1 defi C(8): ANCHOR REQUIREMENTS Reference page 17 of the calculations. Please provide substantiating data showing the requirements of ACI 318-05 Appendix D are met including the ductile yielding requirements of ACI 318-05 section D.3.3.4 or D.3.3.5. Please note that when using epoxy, design for the actual condition must be provided including the applicable reduction factors for edge and spacing distances. Please note that the values given in the attached documentation does not give stainless steel capacites, but regular steel capacities so the design of these anchors may not be correct. Please verify. Detail 2/D-30-C1455 must be modified to include edge distances in both plan and elevation views to ensure the capacity of the anchors have been determined correctly. Comment resolved. Response accepted. WAB - 5/12/2008 C(9): EFFECTIVE LENGTH FACTOR FOR TRUSS MEMBER DESIGN Reference pages 71 through 74 of the RISA input. The efffective length factor, K, has been taken as 0.65 in both the strong and weak direction. Please justify the use of 0.65 in the weak direction by providing standard industry literature showing 0.65 is appropriate. Otherwise revise to K equal to 1 (2.1 for the webs as the top chord of the truss will providevery little to no restraint for buckling in the webs). Reference IBC section 1604.4. Comment resolved. Effective length factors have been modified on the truss. WAB - 5/12/2008 C(10): PILE TYPE Reference sheet D-30-C1454. of the drawings. The pile has been indicated as ASTM A53. This is not an approved pile specification per IBC section1809.3.1. Please revise. Comment resolved Response accepted. WAB - 5/12/2008 C(11): SPECIAL INSPECTORS Please provide the name(s) and MOA approval number(s) of the individual(s) providing the special inspection service(s) for this project. Reference IBC section 1703.1. Comment remains. The EOR can only provide inspections on welds if he is CWI. Otherwise, a CWI with an MOA license must provide the inspections on welds. WAB - 5/12/2008 C(12): INSPECTION OF FABRICATORS AND CERTIFICATE OF COMPLETION Please provide the fabricator's qualifications to perform the work without the special inspection requirements of IBC Chapter 17, or provide a letter from a special inspector employed by the Owner verifying the fabricator maintains detailed fabrication and quality control procedures that provied a basis for inspection control of the workmanship and the fabricator's ability to conform to approved construction documents and referenced standands. At the completion of fabrication, the approved fabricator shall submit a certificate of compliance to Building Safety stating that the work was performed in accordance with the approved construction documents. Reference IBC sections 1704.2.1 and 1704.2.2. Comment remains. Please provide a response to this comment. WAB - 5/12/2008 C(13): QUALITY ASSURANCE PLAN Please provide a Quality Assurance Plan containing all the information required by IBC sections 1704, 1705, 1706, and 1707. Comment resolved.
