REVIEW STATUS

11/06/2013 – Initial review (321448).  Comments issued.

12/05/2013 – Reviewed responses (324199). Additional information required.

GENERAL

This review is code compliance review based on the requirements of the International Existing Building Code (IEBC), 2009 Edition, and all adopted references thereto, as amended by the Municipality of Anchorage in Anchorage Municipal Code (AMC) Title 23.  This review does not permit the violation of the building codes, nor any federal, state, or municipal regulation.

The following comments must be addressed before a permit may be issued.  Additional comments may be issued following review of submitted information.

1. PROFESSIONAL ENGINEERING SEAL

Refer to Sheets S101, S102.  These sheets contain structural engineering details, but were sealed by an architect.  Some of these details refer to structural support for interior components.  Please provide revised drawings sealed by a Professional Engineer registered in the State of Alaska.

Reference: AMC 23.10.104.7; AS 08.48.221

12/5/13 – Resolved.  Plans sealed by a Professional Engineer. MMP

2. STATEMENT OF SPECIAL INSPECTIONS

Please provide a detailed statement of special inspections in accordance with IBC Chapter 17. This may be provided on the plans or as a separate document.

Reference: IBC Section 1705.2

12/5/13 – Resolved. Statement of special inspections provided. MMP

3. SPECIAL INSPECTION PERSONNEL

Please provide a letter from the Owner/Owner's Representative, or Special Inspection Agency stating that the Special Inspection Agency has been retained by the Owner to provide special inspection services for the project as required by IBC Chapter 17.

Reference: AMC 23.15.1704.1.4

12/5/13 – Not resolved. No information provided this submittal. MMP

4. STEEL FABRICATOR QUALIFICATIONS

Please provide a copy of the steel fabricator certification from AISC, IAS, or MOA for fabrication of structural steel without special inspection required by IBC Chapter 17.  In lieu of certification, please submit the name(s) and resume(s) of the individual(s) providing shop special inspection for review.

Reference:  IBC Section 1704.2.2; AMC 23.15.1704.1.4

12/5/13 – Resolved. Item listed to be deferred. MMP

5. DESIGN INFORMATION

Refer to Sheet S201.  The notes refer to systems for the seismic force resisting system not associated with this project.  Please coordinate with the requirements of Comment 6 below and provide revised design information.

Reference: IBC Section 1603.1.5

12/5/13 – Resolved. Design information provided on Sheet S201. MMP

6. LATERAL STABILITY
Please clarify the lateral stability of the canopy structure.  There is no analysis providing for or details showing any independent lateral force resisting system, nor any details for connecting into the main LFRS.

Reference:  IBC Section 1603.1, 1604.8

12/5/13 – Not resolved. The response notes there is no independent lateral force resisting system, but the details do not show any load path or transfer mechanism into the existing LFRS.  All of the pertinent details along the existing building show the perimeter channel supporting the diaphragm connected to light-gage metal framing, not a designated LFRS.  Please clarify design. MMP

7. DESIGN ANALYSIS

Refer to the Calculations.  Please address the following:

a. The design analysis does not appear to uplift loading conditions due to wind.  Given this is located at the corner of a substantially large structure, corner uplift loads are significant.

b. The W8 outrigger beams were not analyzed with the potential torsion due to the lateral forces on the beam; the far end is torsionally unrestrained.  Please clarify design.

Reference: IBC Section 1604.4, 1609.2

12/5/13 – Resolved.  Design analysis provided.  MMP

8. DIAPHRAGM CONTINUITY

Refer to Detail 3/S201. Please address the following:

a. The detail shows the metal deck supported on the channel framing.  The deck is discontinuous through the W8 cantilevered from the columns at Grids C.7 and 1.2.  Please provide a detail showing how the diaphragm continuity is maintained/supported at these lines.

b. The detail shows a continuous L2x2 between the channels/wide flanges on the outboard edge, but no connection information is provided for the angle-to-channel fascia.  Please clarify.

Reference: IBC Section 1603.1

12/5/13 – Resolved.  Revised details provided showing diaphragm continuity. MMP

9. OUT-OF-PLANE RESTRAINT FOR INTERIOR PARTITIONS

Refer to Detail 2/A302. The wall section shows a significant height of masonry/brick veneer on the metal wall framing. No analysis or details were provided for out-of-plane restraint of the interior partition.  Please provide.
Reference: ASCE 7 Section 13.5.8.1

12/5/13 – Resolved. Analysis and details provided. MMP
